no add account option on outlook

Hello guys, I have at what seems a complex issue

my account is a gmail account which I am able to open with Outlook desktop and its working fine,

my issue is that it doesn’t work with outlook.live.com,

here I am not able to get any of the emails, on my inbox

I am able to send emails however, but not receive the.

I check my storage is not even 10% full

when I got to account > Email account > Manage, I dont see any option to add an account

I have added screenshots

strange thing is that the only account showing is some outlook_A6135517235E592@outlookcom account

If anyone could offer some help with this, it would be very much appreciated.

I was following the following article, but like I mentioned, no option shows up for “add account”
